What weather do Johnson City gutters face?

Johnson City's climate is humid subtropical, with about 45 inches of precipitation a year. Summer is usually the wettest season, and July averages about 5.4 inches, much of it from short, heavy thunderstorms. Those cloudbursts are what overwhelm gutters, because a roof sheds water faster than an undersized or partly clogged gutter can carry it. The city also averages about 15.6 inches of snow a year. Elizabethton, a few miles east, averages about 48 inches of precipitation but only about 6 inches of snow under its 1991 to 2020 normals, a reminder that conditions shift quickly with elevation and terrain in this part of Tennessee.

What did Helene show about gutters and drainage?

The remains of Hurricane Helene dropped 7.56 inches of rain on Elizabethton between September 24 and 28, 2024, according to National Weather Service records reported by the Knoxville News Sentinel. On September 27 the Watauga River crested at 13.57 feet and the Doe River at 10.78 feet at Elizabethton. Most of the region's damage came from river flooding, which no gutter can prevent. For an ordinary house, the lessons are smaller: falling limbs bend gutters and tear off downspouts, and water released at the foundation during days of rain ends up in crawl spaces and basements.

How should gutters be sized?

Five-inch K-style gutters with 2-by-3-inch downspouts are the most common setup on homes. Six-inch gutters with 3-by-4-inch downspouts carry considerably more water and suit large or steep roof sections, long runs and inside corners below valleys. The right size depends on how much roof drains into each gutter, how steep that roof is and how hard it rains locally. If clean gutters still overflow, the system may be undersized or short on downspouts.

Does a gutter installer need a license in Tennessee?

Tennessee's Board for Licensing Contractors requires a state contractor's license for prime contractors on projects of $25,000 or more, with materials, equipment and labor all counted. Most gutter and guard jobs cost less than that. Tennessee also has a separate home improvement license for residential projects between $3,000 and $25,000, but it applies only in Bradley, Davidson, Hamilton, Haywood, Knox, Marion, Robertson, Rutherford and Shelby counties. Washington and Carter counties aren't on that list, so for a typical gutter job, insurance, references and a written contract are your main protection. You can look up any Tennessee license at verify.tn.gov.

Do I need a permit for gutters in Johnson City?

Gutter and guard installation doesn't usually involve the structural, electrical or plumbing work that drives permit requirements, but the City of Johnson City Building Division makes that call. It accepts applications through the CityView portal, by email or at the permit counter at 601 E. Main St. The Tennessee Attorney General's office notes that the contractor, not the homeowner, should be the one to obtain any permits. Properties in a local historic zoning area may need a certificate of appropriateness from the city's Historic Zoning Commission before exterior changes. Jonesborough, Elizabethton and the unincorporated parts of each county have their own offices.

How do I avoid storm-chaser and home repair scams?

The Tennessee Attorney General's Division of Consumer Affairs gives this advice for hiring contractors:

  • Verify the contractor's license at verify.tn.gov before you hire.
  • Check references and reviews on more than one independent site.
  • Be careful with door-to-door sellers and deep discounts that expire quickly.
  • Don't let payments get ahead of the work; Tennessee's home improvement law bars contractors from requiring more than one-third of the contract as a down payment.
  • Never pay in cash, and never sign over an insurance check.
  • Get a written estimate and a contract covering dates, payment terms, materials, labor, change orders and warranty, and keep a copy.

Questions to ask before you sign

  • What guard product is this, and how does it mount: under the shingles or to the fascia?
  • Will you clean, re-pitch and reseal the gutters before the guards go on?
  • What are the product and workmanship warranties, and what voids them?
  • Where will each downspout discharge?
  • Can I see your certificate of liability insurance?
